Now is your time to be part of the workforce that is creating this unique and unforgettable experience.Please submit your CV in English, as it will be reviewed by an international team.THE POSITIONThe Risk Management, Intelligence & C4 Manager leads the central Safety & Security risk, intelligence, situational awareness and C4 governance portfolio. The role establishes the department’s security risk management framework, coordinates threat and risk assessment activity, manages the central intelligence function and defines the information, reporting and escalation arrangements required to support decision-making. The role ensures that risk-informed decision-making is embedded across Safety & Security planning and operations and establishes the intelligence requirements, reporting rhythms and information flows that support tournament situational awareness. During tournament operations, RiC4 acts as the central hub for receiving, analysing, consolidating and distributing relevant security information without assuming operational command of stadium, site or host-city operations.KEY RESPONSIBILITIES Lead the Risk Management, Intelligence & C4 portfolio and establish its priorities, standards, processes and delivery requirements. Own and maintain the Safety & Security risk management methodology and central security risk register. Coordinate tournament, host city, stadium, non-competition site, match and event-specific threat and risk assessments, while relevant portfolio leads remain responsible for risk treatment within their areas. Coordinate the recording and monitoring of agreed risk treatments and associated actions and ensure significant risks are escalated appropriately. Lead the central intelligence function and establish intelligence priorities, collection requirements, reporting rhythms and dissemination arrangements. Ensure that relevant information from TSLOs, the RSLO, VSSMs, SSSMs, public security partners, open sources and other authorised inputs is incorporated into the central intelligence and situational awareness picture. Define the required intelligence and risk products for different phases of the tournament and ensure that outputs are appropriate to operational and leadership requirements. Lead the use of relevant FIFA systems, web-based platforms and databases for structured collection, recording, tracking and analysis of intelligence, risk and operational information. Develop and maintain the C4 information, reporting and escalation framework for Safety & Security and ensure that significant developments are communicated in a timely manner. Maintain appropriate working-level and senior interfaces with public security and intelligence counterparts in accordance with the tournament C4 model and agreed liaison arrangements. Support portfolio leads in determining appropriate security measures and resources in response to identified risks without assuming ownership of the resulting operational solution. Ensure that intelligence and situational awareness outputs support host city, site, match and event-specific risk assessments and operational planning. Monitor trends, recurring issues and emerging risks across reporting streams and ensure that relevant findings are reflected in briefings, risk assessments and the central risk register. Manage the Intelligence Coordinator and ensure that collection, analysis, reporting and escalation activities are accurate, timely and aligned with portfolio priorities. Ensure that RiC4 supports operational functions with information, analysis and situational awareness without assuming command responsibility for local operations. YOUR PROFILE Education Higher education in security management, risk management, intelligence, criminology, law enforcement or a related field. Professional training or certification in risk management, intelligence analysis or a related discipline is desirable. Experience Significant experience in security risk management, intelligence, situational awareness, law enforcement, major events or a comparable operational environment. Proven experience developing and maintaining security risk management methodologies, risk registers and threat and risk assessments. Experience collecting, analysing and disseminating security or intelligence information to different stakeholder groups. Experience establishing reporting, escalation or command-and-coordination information frameworks. Experience working with public security, intelligence or government partners. Experience operating in multi-agency environments and supporting structured information sharing between security stakeholders is desirable. Experience supporting major sporting events or other complex multi-site operations is highly desirable. Proven experience directly managing and developing staff, including setting objectives, delegating responsibilities, managing performance and holding staff accountable for delivery.
